The invention is applicable to the field of road monitoring and provides a road monitoring system and method based on the ultra-wideband wireless positioning technology. The road monitoring system comprises an electronic license plate, at least three base stations and a road monitoring server, wherein the electronic license plate is attached to a vehicle and used for transmitting ultra-wideband pulse signals; the at least three base stations are arranged along the roadside, synchronously connected with one another and used for receiving the ultra-wideband pulse signals and uploading the time when the ultra-wideband pulse signals are received; the road monitoring server is used for, according to a positioning algorithm and the times uploaded by every base station when the ultra-wideband pulse signals are received, generating the real-time coordinate of the electronic license plate, and in a prestored road coordinate database and according to the road coordinate range corresponding every road and the real-time coordinate of every electronic license plate, determining the road where every vehicle is located and monitoring the traffic flow of every road. According to the road monitoring system and method based on ultra-wideband wireless positioning technology, the base stations and the electronic license plates transfer signals through the ultra-wideband wireless communication technology, so that the vehicles attached with the electronic license plates and moving at high speeds can be positioned at a high precision, and the traffic flow can be monitored.
