To provide a mobile body identifying device, a mobile body identifying method, and a program that can identify a mobile body with high accuracy from an image captured under an arbitrary imaging condition.SOLUTION: A mobile body identifying device 1 includes: a feature quantity derivation unit 321 that derives a feature quantity from an imaging condition when a mobile body to be identified is imaged; and a mobile body identifying unit 322 that identifies the mobile body by using a learned model 113 obtained by machine learning based on the feature quantity derived by the feature quantity derivation unit 321 and a captured image obtained by imaging the mobile body to be identified. The learned model 113 is generated by machine learning using the feature quantity derived from the imaging condition included in imaging data acquired in advance and the captured image included in the imaging data.SELECTED DRAWING: Figure 2
