To provide a vehicle detector capable of accurately detecting entry and exit of each vehicle into an ETC lane without erroneously recognizing exhaust gas as a traction member or a part of a vehicle, a vehicle detection system, a vehicle detection method, and a vehicle detection program.SOLUTION: It is determined whether a detection position of an object to be detected coincides with a central range (O1-O2) of a vehicle or not, and when it is determined that the detection position of the object to be detected does not coincide with the central range of the vehicle, it is determined that the vehicle is determined to be out of a predetermined position assuming that exhaust gas has been detected.SELECTED DRAWING: Figure 7
