The NASA and the DOD entered into agreements in June 1962 establishing the basis for joint utilization of the Scout launch vehicle. Those initial agreements are currently reflected in a Memorandum of Understanding between the National Aeronautics and Space Administration and the Air Force Systems Command, dated January 10, 1970. Under this agreement, NASA maintains the Scout launch vehicle system, and the capabilities of the Scout system are utilized by the DOD for appropriate missions. The DOD/Navy has called upon NASA to provide Scout launches for the Navy Transit and Transit Improvement Programs. Fifteen Transit satellites and three Transit Improvement Program satellites have been launched to date. The Navy reimburses NASA for the cost of Scout launch vehicles, WTR launch services and mission support requirements, and supporting services, as required. The Transit Program is an operational navigation system used by the U.S. Navy and other vessels for worldwide ocean navigation, Currently there are five operating satellites in the system. Two Scout vehicles are maintained on standby status to launch replacement satellites to fill any operational gaps which occur in the system.
