To provide a cargo handling plan device, a cargo handling plan method, and a program capable of easily and properly performing vehicle lashing.SOLUTION: This cargo handling plan device comprises: a hull motion acquisition part that acquires the hull motion of a ship by assuming that a total weight of multiple vehicles mounted in multiple parking sections placed on the deck in the ship acts averagely across the multiple parking sections based on a ship operating condition and the total weight; and an overturning moment acquisition part that acquires the overturning moment applying on the vehicle mounted in the parking section for each of multiple parking sections based on the hull motion.SELECTED DRAWING: Figure 6
