To provide technique which is capable of continuing to function as appropriate automatic operation control while using a general-purpose CPU and dedicated hardware both of which have arithmetic performances different from each other.SOLUTION: A functional continuity processing part selects a control plan for calculation from a plurality of control plans including another control plan calculated by a control CPU control plan part, an automatic operation control plan calculated by a general-purpose CPU automatic operation control plan part and an automatic operation control plan calculated by a dedicated hardware automatic operation control plan part, on the basis of a determination result of a processing time monitoring part, a determination result of a general-purpose CPU abnormality monitoring part and a determination result of a dedicated hardware abnormality monitoring part.SELECTED DRAWING: Figure 1
