To provide a technique capable of suppressing the deterioration of fuel consumption and emission with a simple configuration.SOLUTION: A torque calculation section 142 calculates the total request torque of a vehicle on the basis of existing sensor information supplied. An adjustment section 143 divides the total request torque of the vehicle into the request torque of an engine and the request torque of a motor so that the engine can always be operated with optimum fuel consumption/emission. A vehicle state estimation section 144 estimates the vehicle state of a hybrid vehicle during actual traveling on the basis of the existing sensor information. An actual traveling torque estimation section 145 estimates the total request torque of the vehicle taking the vehicle state into consideration. A correction section 146 obtains differential torque, and according to the differential torque obtained, corrects the request torque of the motor and corrects the request power of a battery.SELECTED DRAWING: Figure 2
