An ECU (10) includes a processor (101) that controls transmission and reception of signals between a vehicle (1) and a charging facility (2) in accordance with a communication sequence defined in a charging standard. The processor (101) sends a regular signal to the charging facility (2) for obtaining a charging permission from the charging facility (2) before starting a supply of power to the vehicle (1) from the charging facility (2). The processor (101) starts charging control of the battery (14) by power supply from the charging facility (2) when a charging grant is acquired, and transmits a retry signal that modifies a portion of the normal signal to the charging facility (2) to retry to acquire the charging grant when the charging grant is not acquired.
