To provide a manager, and the like, which are capable of realizing a mode of stop retention corresponding to a requirement from an application without complicating an ECU with the application implemented or an interface design.SOLUTION: A manager, incorporated in a vehicle, includes: a reception part for receiving plural action plans and identification information of an ADAS application from plural ADAS applications; an arbitration part for arbitrating plural action plans; a calculation part for calculating a motion requirement on the basis of an arbitration result by the arbitration part; and distribution part for distributing the motion requirement to at least one actuator system. Further, in a case where the plural action plans include a requirement for stop retention of the vehicle, the arbitration part determines a mode of the stop retention of the vehicle on the basis of the identification information of the ADAS application.SELECTED DRAWING: Figure 1
