To provide a technique for suppressing a vehicle from being delayed during operation due to charging.SOLUTION: An operation planning system 1 for creating an operation plan of a vehicle using a charging battery as a traveling energy source comprises: a receiving unit for accepting request information including a start point and a destination from a user; and an operation determination unit for determining the operation plan relative to the request information. The operation determination unit includes: a section information derivation unit for deriving an operation section in which a start point and an end point are determined from the request information; and an acquisition unit for acquiring the amount of charging of the charging battery mounted on the vehicle. The operation determination unit derives an insufficient charging amount that is insufficient when the vehicle travels in the operation section based on the amount of charging of the vehicle to create the operation plan by allocating a vehicle capable of charging the derived insufficient charging amount to the operation section before a start of operation.SELECTED DRAWING: Figure 1
