To provide an obstacle monitoring device which can reduce or remove an undetectable region where an occurrence of a train passage obstacle cannot be detected, while increases of installation costs or maintenance costs are suppressed.SOLUTION: An obstacle monitoring device 1 comprises an impedance measuring part 3 to measure an impedance of a track circuit 11, an obstacle detecting part 5 to detect an occurrence of an obstacle of a train passage in a section of the track circuit 11 based on a change of an impedance of the track circuit 11 and a reporting part 7 to report that a train passage is impossible in the section of the track circuit 11 when the obstacle of the train passage occurs.SELECTED DRAWING: Figure 1
