To provide a speed control system and a speed control method of a passenger conveyor capable of actively alleviating and eliminating a stagnation state by changing the speed depending on the stagnation state occurred at an exit, which makes passengers unaware of a speed change as soon as possible.SOLUTION: A speed control system 30 of a passenger conveyor according to the present invention comprises a footstep 11, a motor 17 to circulate and drive a handrail 12, a stagnation detecting sensor 40 installed at an exit 21a and to detect the movement of passengers 50 at the exit, a stagnation state determination means 32 to determine the stagnation state of the passengers at the exit based on the detected result by the stagnation detecting sensor, a speed command generating means 33 to issue the speed command of the motor based on the stagnation state, and an inverter control means 34 to inverter-control the motor based on the speed command received by the speed command generating means.SELECTED DRAWING: Figure 7
