A reactive current command initial value Qr1 as the initial value of the reactive current command value calculated based on the difference between the target value of the overhead wire voltage and the actual overhead wire voltage is adjusted by at least the effective current command value Pref. That is, it is adjusted to a value proportional to the effective current command value Pref.
