An intelligent driving decision-making method, a decision-making apparatus, and a vehicle are provided, and may be applied to the field of intelligent driving. The method includes: identifying an intent-indeterminate object (namely, a game object) and n road topologies owned by the object, determining an intent probability (n probabilities in total) that the game object travels along each road topology, constructing game sampling space including m game strategies, calculating strategy costs (n groups in total) of the m game strategies in each road topology, determining n target strategy costs that meet a preset condition, and determining an outcome of decision-making of an ego vehicle based on a target game strategy (one of the m game strategies). In this application, when an intent of the object is indeterminate, the intent probability of the intent-indeterminate object is inferred by using observed information, and indeterminate interactive game decision-making is performed based on the intent probability, to work out an optimal action of the ego vehicle. In this way, the ego vehicle can properly respond to a jump of an intent of a dynamic object, to reduce improper pulsating brakes and unwanted grab, thereby improving comfort, safety, and trafficability of the ego vehicle.
