The invention relates to a low-rolling-resistance base rubber material for an all-steel radial tire and a preparation method of the low-rolling-resistance base rubber material, in particular to a method for reducing heat generated by a base formula and optimizing the preparation method of the low-rolling-resistance base rubber material. The low-rolling-resistance base rubber material for the all-steel radial tire comprises the following components in parts by weight: 100 parts of natural rubber, 5-12 parts of carbon black, 35-45 parts of white carbon black, 3.5-4.5 parts of a silane coupling agent, 1.5-3.5 parts of an anti-aging agent, 2-5 parts of zinc oxide, 1-3 parts of stearic acid, 1-3 parts of m-methyl methacrylate, 1-3 parts of sulfur powder, 1-3 parts of an accelerant and 0.1-0.3 part of a scorch retarder. Compared with the prior art, the purpose of reducing heat generated by a base formula is achieved by increasing the parts of the white carbon black and using the m-methyl methacrylate resin, and the rolling resistance is reduced while the abrasion performance of the upper-layer tread is not changed.
