The invention relates to an automatic driving vehicle speed control device and method. The system comprises an execution device, a stroke sensing device, an upper computer and a PLC. The upper computer monitors the execution process of the robot in real time, transmits calibration table data and operation instructions and plays a role in supervision and control, and the PLC receives the data and feeds the data back to the upper computer; the PLC controls the rotating speed of the driving motor and receives a detection signal of the stroke sensing device; the upper computer and the PLC are interactively combined, and data calculation is concentrated in the lower computer, so that the complexity of the system structure is greatly reduced, and rapid detection and transmission of data are facilitated.
