A carbon conversion factor in an EEDI reaching value calculation method is changed into a fuel low-level heating value based on an energy concept; acquiring a low-level heating value of fuel of a traditional fuel newly-built ship or an alternative fuel newly-built ship, and calculating an EELI value reached by the newly-built ship; and calculating the EELI baseline value, the EELI reduction rate, the required EELI value and the reduction proportion of the EELI value reached by the new ship compared with the EELI value required by the new ship, and representing the advantages and disadvantages of the ship energy efficiency level by using the reduction proportion. According to the method, traditional fuel and alternative fuel newly-built ships are brought into a unified energy evaluation criterion, so that the energy efficiency design level of the traditional fuel and alternative fuel newly-built ships can be evaluated, and the problem that the energy efficiency design level of the alternative fuel newly-built ships cannot be evaluated by the existing EEDI is solved.
