The two servo actuators are axially mounted on the side wall of the aircraft shell in parallel; the double-degree-of-freedom cavitation disc turnover device is mounted at the head end of the aircraft shell; the two servo actuators are connected with the edge of the two-degree-of-freedom cavitation disc turnover device in the axial direction; the servo actuator is controlled by the servo control driver, so that the two-degree-of-freedom cavitation disc turnover device is driven to turn over in two directions; according to the invention, through key technologies such as pitching-yaw control two-degree-of-freedom cavitator actuation dynamic representation, servo system integrated design and position decoupling control, high dynamic control of a cross-medium aircraft in a complex mechanical environment is realized.
