A cross-shaped guide seat is connected between the first rotating frame and the second rotating frame; the cross guide seat comprises two guide studs which are arranged in a cross manner; the rotating frame comprises a base, supporting arms are connected to the two ends of the base, circular rings are arranged at the tail ends of the supporting arms, the ends of the guide studs are arranged in the circular rings, and the circular rings can rotate relative to the guide studs. A ratchet wheel is arranged on the guide stud and meshed with a transmission displacement rack, and the transmission displacement rack is connected with a displacement sensing device capable of sensing telescopic displacement changes of the transmission displacement rack. Accurate positioning of the underwater operation robot can be achieved, and the operation precision is improved.
