The present invention is provided with: an acquisition unit (11) that acquires information relating to another remote operation device (1) capable of remotely operating a mobile body by communication; a delay time detection unit (12) that detects a communication delay time during communication with the mobile body; a delay time determination unit (131) that determines whether or not the communication delay time detected by the delay time detection unit (12) exceeds a delay time determination threshold value; a switching target determination unit (131) that, when the delay time determination unit (131) determines that the communication delay time exceeds the delay time determination threshold value, determines a switching target remote operation device from among the other remote operation devices (1) in accordance with whether or not a switching determination condition is satisfied on the basis of the information relating to the other remote operation devices (1) acquired by the acquisition unit (11); and a switching control unit (13) that outputs, to the switching target remote operation device determined by the switching target determination unit (132), switching instruction information that causes the switching target remote operation device to remotely operate the moving body.
