To provide a technique with which it is possible to suppress vehicle transport from getting stacked up when a vehicle stops during automatic driving by remote operation.SOLUTION: A control device comprises a switching execution unit that, when a predetermined first switching condition is satisfied, switches the driving mode of a vehicle from a remote automatic driving mode to a remote manual driving mode. The first switching condition includes, as a condition, that at least one of the states below is entered during traveling by the remote automatic driving mode: (1a), a first state in which the vehicle state has become an abnormal state; (1b), a second state in which a moving body has entered a surrounding region preliminarily set in the surrounding of the vehicle; and (1c), a third state in which trouble has occurred to traveling by the remote automatic driving mode.SELECTED DRAWING: Figure 1
