An on-road route creation part (36A) acquires an on-road route that is based on map data and destined for an entrance to a building at a delivery site. The collaboration part (36B) finds a corresponding entrance, which is an entrance in internal structure data corresponding to an entrance in map data set as a destination on a road path. The in-building route creation part (36C) acquires an in-building route based on the internal structure data and from a corresponding entrance to a location where a recipient is located, the location being the location of the recipient specified on the basis of the internal structure data.
