The invention provides an electric vehicle battery cooling device and method. The electric vehicle battery cooling device comprises a battery self-circulation cooling device, an air conditioner liquidcooling circulation device, a BMS water collection cooling control device and a remote control module, wherein the battery self-circulation cooling device is electrically connected with the BMS watercollection cooling control device, the air conditioner liquid cooling circulation device is electrically connected with the BMS water collection cooling control device, and the remote control moduleis electrically connected with the BMS water collection cooling control device. The electric vehicle battery cooling device is advantaged in that problems in the prior art that cooling of the power battery of the electric vehicle cannot be remotely controlled and the temperature of the power battery cannot be cooled to a reasonable range in a short time are solved.
