The purpose of the present invention is to provide a charging-discharging control device such that power consumption when not in use is reduced and the period before the start of the charging-discharging process is shortened, and an electric vehicle equipped with the charging-discharging control device. The charging-discharging control device according to the present invention predicts the start of charging-discharging operations, including charging operations and/or discharging operations, for an electricity storage device using a charging-discharging start prediction unit. A management unit manages the transition from the activated state to the stand-by state and the transition from the stand-by state to the activated state in a charging-discharging control unit in accordance with the prediction results.
