A first voltage measurement unit (45) measures the voltage of a connector (3) held in a holder (4) of an electric power unit for a vehicle, and a second voltage measurement unit (15) measures the voltage of a second port (114) in an electric power converter (1) while the connector (3) is held in the holder (4). A control unit (12) determines the presence of abnormality in a connector-side switch (30) on the basis of individual measurement results of both voltage measurement units while the electric connection between the second port (114) and the connector (3) is controlled to be broken and individual measurement results of both voltage measurement units while the electric connection is controlled to achieve energization using the connector-side switch (30).
