The invention provides a wheel cable flapping wing mechanism to solve the problem of wing flapping relying on manpower and realize the most basic lifting and landing. In order to realize the purpose, the invention adopts a wheel-cable combined method, which involves two flapping wing wheels, five steering wheels, four flexible cables and two support rings. The flapping wing wheels are connected to the wing roots, the planes of the flapping wing wheels are perpendicular to the planes of the wings, and the axes of the flapping wing wheels and the axes of the wing swing shafts coincide. Four endpoints of the four flexible cables are pairwise separate, and are respectively fixed on the two flapping wing wheels, then oppositely twine around the flapping wing wheels pairwise and are led out for convergence from the inner side and outer side, go around the steering wheels from the left and right pairwise so as to connect the other ends of the four flexible cables pairwise to the support rings on the left and right, so that the tangential force of flapping wing wheels' torsional moment is converted into the action force for longitudinal movement of the support rings to serve human leg and foot operation. Thus, wings are flapped by the supporting force of human shoulder and back, and legs and feet, and the most basic lifting and landing can be realized.
