Discussion of problems in setting up aerial patrol operation in Gulf States Utilities Co including selection of airplane and personnel; use of highwing design airplane with good slow flight characteristics; training of pilot as observer is preferred to training linemen as pilots; use of two pilots, alternately flying and observing, to minimize hazards of flying approximately 50 ft above transmission line at speeds as slow as 80 mph.
