PROBLEM TO BE SOLVED: To provide a control plan generation device capable of efficiently observing many observation objects.SOLUTION: A control plan generation device 2 calculates an index on the basis of specifications data of a sensor device in a control plan execution part 3 and coordinate information showing an existence position of each observation object, and generates a control plan for determining an observation operation state of the sensor device at each designation time by using the index.SELECTED DRAWING: Figure 1
