To improve fuel economy by appropriately generating a travel plan even when there occurs a deviation between an estimated travel load and an actual travel load for a route.SOLUTION: A plan generation device generates a plan for controlling a hybrid vehicle which includes at least an internal combustion engine, an electric motor, and a battery, and which can travel while selecting one of a plurality of modes corresponding to combinations of operational states of the internal combustion engine and the electric motor. The plan generation device includes: an SOC planning unit which generates an SOC plan for the battery based on estimated travel output, for a travel route from a starting point to a destination point; and a deviation section specification unit which specifies, out of sections in the travel route, a section where a deviation between a first value based on a past travel output of the hybrid vehicle and a second value based on the estimated travel output is equal to or greater than a reference value, as a deviation section. The SOC planning unit generates the SOC plan for the battery without depending on the estimated travel output with respect to the deviation section.SELECTED DRAWING: Figure 11
