The embodiment of the invention provides a laying and recovery device, a laying method and a recovery method for underwater robots, and solves the problem of automatic laying and recovery of a plurality of underwater robots on an unmanned ship. The laying and recovery device of the underwater robot comprises a charging square cabin, a mechanical arm, a winch and a docking device, wherein the charging square cabin is used for storing the underwater robot and charging the underwater robot; the mechanical arm is used for grabbing the underwater robot to the charging square cabin during recovery and grabbing the underwater robot to a laying point during laying; the docking device is detachably connected with the winch, the docking device is used for being docked with the underwater robot during recovery, and the winch is used for dragging the docking device which is successfully docked with the underwater robot back to a designated position.
