The invention discloses an underwater robot system, a scientific investigation ship and an underwater robot laying and recycling method, the underwater robot system comprises an underwater robot and a laying and recycling device, the laying and recycling device comprises a rotating frame and a swing stopping device, the swing stopping device is hinged to the rotating frame, and the rotating frame is hinged to the underwater robot; the underwater robot or the repeater connected with the underwater robot is provided with a positioning convex part; the oscillation stopper comprises a base, a first locking piece, a second locking piece and a driving mechanism, the first locking piece and the second locking piece are both movably connected with the base, a first clamping part is arranged at one end of the first locking piece, a second clamping part is arranged at one end of the second locking piece, and the driving mechanism is connected with at least one of the first locking piece and the second locking piece; under the condition that the first locking piece and the second locking piece relatively move in the first direction, the first clamping part and the second clamping part jointly clamp the positioning convex part; and under the condition that the first locking piece and the second locking piece move relatively in the second direction, the first clamping part and the second clamping part are separated from the positioning convex part.
