The present international fuel supply sitaation could well lead to a re-appraisal of the economies affecting the construction and operation of nuclear-powered merchant ships. It is opportune, therefore, that Harbourmasters having operational responsibility for the safety of their ports, their environment in addition to their obligatory duty of ensuring the safety of navigation in their locales, should express a professional view on the reception of nuclear-powered ships at ports. A Code of Practice should be devised to include reference to the entry of such ships into port and territorial waters; their operations in coastal waters and ports; salvage and other arrangements required at ports.
