MERCOMMS has been approved by ANCA for use by the United States and its allies during periods of tension and in war. Final approval by the NATO Defence Planning Committee is expected soon. The MERCOMMS System was tested, on a limited basis, during a major NATO Naval Control of Shipping Exercise in March 1982. The results of the test proved that MERCOMMS is a valuable and necessary improvement to wartime merchant ship communications procedures. It allows the naval authorities to take advantage of state-of-the-art improvements in merchant ship communications and to preserve a command and control structure that is vital to the wartime direction and control of the merchant marine.
