Today's initiatives for wartime communications restoral stem from experiences during the SALTY DEMO air base survivability program. A draft of a communications restoral concept that could be used as a basis for new policies and procedures has been developed. It concentrates on four areas: the design of systems with built-in redundancy; the protection of facilities essential to the wartime mission; identifying replacement and substitution capabilities for mission-essential systems; and the development of rapid repair techniques.
