The planning of public transit services takes place at the strategic and tactical level. Planning public transit services requires making the best available use of resources given a known input, where this input typically refers to passenger demand and vehicle travel times. During the actual operations, however, there can be several disruptions both on the passenger demand side (i.e., change of travel patterns) and on the public transport network (i.e., traffic congestion, roadworks, accidents, vehicle breakdowns or absence of drivers). To adapt to unexpected changes that might occur during a day of operations, public transport planning at the operational level is also required. This adaptive planning has the form of implementing control measures, such as reschedulingRescheduling, stop-skipping, vehicle holdingVehicle holding or speed control. This area is more recent and this chapter provides information on new developments at the operational planning and control stages.
