The highway safety coordinator should be positioned to clearly represent all statewide and local interests by giving highway safety coordination the equivalent of departmental status; the coordinator should give full-time direction to safety activities. The governor should request the General Assembly (legislature) to establish a Highway Safety Agency, directed by a Governor's Coordinator. (Author)
