The initial set of models to be used to demonstrate the correct working of the NAVSAT-system simulator is described. The set comprises the course of the navigation signal from the Regional Center to the user. It contains sufficient elements to demonstrate the hierarchical structure of the modeling process. Most models use empirical error functions. The most complex one calculates the errors to be added to the miminal satellite positions. The user-models have a complete algorithm to estimate position. The output of the simulation is the error in the estimated position and velocity of the user.
