To provide, to a crewman, a video of heavy weather likely to occur in the future on a route to a destination of a vehicle.SOLUTION: A management device comprises: a storage section; a heavy weather information acquisition section for acquiring heavy weather information including information related to a heavy weather occurrence area at present and prediction of a heavy weather movement in the future; an identification section for identifying an imaging device existing in the occurrence area; a request section for requesting heavy weather video data to the imaging device identified by the identification section; a heavy weather video data acquisition section for acquiring heavy weather video data from the imaging device identified by the identification section; a storage control section for allowing the storage section to store the heavy weather video data in association with the heavy weather information; a route information acquisition section for acquiring route information including information related to a route to a destination of a vehicle; a determination section for determining whether a future position of the vehicle on the route is included in a heavy weather occurrence area in the future; and a provision section for providing the heavy weather video data to an on-vehicle device mounted on the vehicle when the determination section determines the inclusion.SELECTED DRAWING: Figure 2
