To enable an observation satellite to transmit observation data to a ground installation via a communication satellite without any influence on communications of a geostationary satellite.SOLUTION: An observation satellite 110 includes a monitoring device, a communication device and a propulsion device and observes an observation object while moving the position thereof in an east-west direction relative to a ground installation 130 on a trajectory along a geostationary orbit. A communication satellite 120 includes: a first communication device for communicating with the observation satellite 110; and a second communication device for communicating with the ground installation 130, flies an inclined orbit having an orbital inclination of 1 degree or more and less than 10 degrees relative to a geostationary orbit and stays over the longitude of the ground installation 130.SELECTED DRAWING: Figure 7
