A ground facility 130 transmits a control command for the observation satellite 110. A communication satellite 120 flies along the stationary orbit 103 above the ground facility 130, receives the observation data from the observation satellite 110, transmits the observation data to the ground facility 130, receives the control command from the ground facility 130 and transmits the control command to the observation satellite 110.SELECTED DRAWING: Figure 1
