To increase reproducibility of generative time-series data with respect to learning time-series data, without modifying a structure of a machine learning model, when a machine learning model generates the time-series data from frequency information.SOLUTION: A control unit of a data generation apparatus includes: a learning time-series data acquisition unit which acquires, as learning time-series data, time-series data during travel of a vehicle; a learning frequency data acquisition unit which acquires learning frequency data indicating an occurrence frequency distribution regarding the learning time-series data; and a model creation unit which performs machine learning by using the learning time-series data and the learning frequency data, as training data, to create a machine learning model that outputs generative time-series data from the frequency data. The model creation unit includes: a generative frequency data acquisition unit 300 for obtaining frequency data indicating an occurrence frequency distribution of the generative time-series data output from the machine learning model; and a difference calculation unit 400 which outputs a difference between the generative time-series data and the learning time-series data and a difference between the generative frequency data and the learning frequency data to the machine learning model, for weighting processing.SELECTED DRAWING: Figure 5A
