To provide a model creation apparatus and a data generation apparatus which are configured to increase reproducibility of generative time-series data with respect to learning time-series data, without modifying the structure of a machine learning model, in generating the time-series data from frequency information using the machine learning model.SOLUTION: A data generation apparatus 300 includes: a learning time-series data acquisition unit 231 which acquires measurement time-series data during travel of a vehicle; a learning frequency data acquisition unit 232 which acquires frequency data indicating an occurrence frequency distribution regarding the learning time-series data; a generation frequency data acquisition unit 233 which acquires generation frequency data for a model; and a model creation unit 235 including a frequency data generation unit 301 for obtaining generative frequency data on a model output, a calculation unit 302 for calculating a difference between the frequency data items, and a correction unit 303 for correcting the generative time-series data so as to reduce the difference, to create a machine learning model configured to output the generative time-series data.SELECTED DRAWING: Figure 7
