To make it possible to observe space debris even without mounting a laser transmitter for irradiating the space debris with a laser beam and an optical filter for cutting off sunlight on an observation satellite.SOLUTION: An observation satellite 200 includes an observation device and a propulsion device. The observation satellite 200 flies by using the propulsion device in an inclined elliptical orbit having an inclination angle with respect to an orbit at an altitude of 35,800 km over the equator. The major axis of the inclined elliptical orbit is directed toward the sun. The apogee of the inclined elliptical orbit is on side of the sun. The normal vector of the orbital plane of the inclined elliptical orbit is inclined around a geocentric direction. The inclined elliptical orbit is a sun-synchronous orbit.SELECTED DRAWING: Figure 1

    【課題】スペースデブリにレーザ光を照射するためのレーザ送信装置および太陽光をカットするための光学フィルタを観測衛星に搭載しなくても、スペースデブリを観測できるようにする。【解決手段】観測衛星200は、観測装置と推進装置を備える。観測衛星200は、推進装置によって、赤道上空の高度35800キロメートルの軌道に対して傾斜角を有する傾斜楕円軌道を飛行する。傾斜楕円軌道の長径は太陽方向を指向する。傾斜楕円軌道の遠地点は太陽側にある。傾斜楕円軌道の軌道面の法線ベクトルは地心方向周りに傾斜する。傾斜楕円軌道は太陽同期軌道となる。【選択図】図1
