To provide a vessel navigation system and a vessel obtaining good steering property when changing course by using right and left attitude control plates.SOLUTION: A vessel navigation system 5 includes: an outboard engine 10 as a propeller; a steering device 20; a steering wheel 22; a port trim tab 31L and a starboard trim tab 31R; a port actuator 32L and a starboard actuator 32R; and a controller 40. The controller includes a first control mode for controlling the steering device according to the operation of the steering wheel and a second control mode for controlling the port actuator and the starboard actuator according to the operation of the steering wheel. The controller determines whether or not the steering position of the steering device is in the neutral position and prohibits transition from the first control mode to the second control mode when not in the neutral position, and allows transition to the second control mode from the first control mode when in the neutral position.SELECTED DRAWING: Figure 3
