Based on the state of the parking lot (1) detected by the infrastructure sensor and the state of the parking lot (1) including the blind spot area (B1) detected by the on-board sensor of the vehicle (20) in the parking lot (1), a travel route for the vehicle (20) traveling within the parking lot (1) is generated.SELECTED DRAWING: Figure 1
