To easily determine whether or not a peripheral vehicle with which a target vehicle is performing inter-vehicle communication is coincident with a peripheral vehicle that the target vehicle is detecting with a sensor of the own vehicle.SOLUTION: A vehicle management device comprises: a peripheral vehicle detection unit for detecting a first peripheral vehicle with a sensor; a first relative position detection unit for detecting a first relative position of the first peripheral vehicle with respect to a target vehicle; a second relative position calculation unit for calculating a second relative position of a second peripheral vehicle with respect to the target vehicle based on absolute position information of the second peripheral vehicle and absolute position information of the target vehicle acquired by inter-vehicle communication; a time-sequential similarity calculation unit for calculating time-sequential similarity of the first relative position and the second relative position; a vehicle identification unit for determining whether or not the first peripheral vehicle and the second peripheral vehicle are coincident based on the similarity; and a peripheral vehicle DB for storing information of the first peripheral vehicle and information of the second peripheral vehicle which are determined coincident, in association with each other.SELECTED DRAWING: Figure 1
