To provide a movement control system and a mobile body that can improve safety when a failure occurs in communication between a server and the mobile body.SOLUTION: A movement control system includes: a control server 400; and a vehicle M capable of first automatic movement control of performing control contents determined based on external world information and second automatic movement control of performing control contents instructed from the control server 400 by transmitting the external world information to the control server 400. The vehicle M performs the second automatic movement control when the first automatic movement control and the second automatic movement control can be performed, and does not perform the second automatic movement control when only the second automatic movement control can be performed among the first automatic movement control and the second automatic movement control.SELECTED DRAWING: Figure 1
