To provide a solenoid valve and a brake control device, capable of suppressing increase of a pressure in a housing chamber.SOLUTION: A solenoid valve 21 includes: a housing 31 which is provided with a first flow channel 81, a housing chamber 82 separated from the first flow channel, a second flow channel 85 positioned between the first flow channel and the housing chamber, and an insertion hole 70 and a first circulation flow channel 75 for causing the second flow channel to communicate with the housing chamber, and which housing has a seat 43; a coil 34; a plunger 32 which is provided with a second circulation flow channel 95 for causing a first end surface 91 to communicate with a second end surface 92, and which plunger is energized by magnetic field of the coil; a valve member 33 which is positioned between the seat and the plunger inside of the housing, closing the first flow channel by passing through the insertion hole to contact with the seat, or causing the first flow channel to communicate with the second flow channel by being separated from the seat, and which valve member is energized by the plunger energized by the magnetic field; and an energization member 35 for energizing the valve member.SELECTED DRAWING: Figure 1
