The resin sleeve 40 is slidable between a first position where an engagement part 13 of the valve stem 11 is covered from the outside and a second position where a part of the engagement part 13 is exposed between the valve cap 25 and the second position, and is energized to the first position by an annular protrusion 32T of the cylindrical elastic member 30.SELECTED DRAWING: Figure 1
