To provide a steering device manufacturing method and a steering device that can suppress an increase of the number of components and the number of man hours by using an endless belt spanned on a driven pulley and a drive pulley.SOLUTION: A steering device 1 is assembled by a first step of assembling a ball screw nut 61 and a driven pulley 62, and a bearing 8 on a first housing member 3, a second step of allowing a jig 9 to be temporarily held on the first housing member 3 and allowing an endless belt 7 to be spanned between the jig 9 and the driven pulley 62, a third step of coupling the first housing member 3 to a second housing member 4, a fourth step of removing the jig 9, inserting a drive pulley 53 from an insertion hole 430 formed in the second housing 4 into the second housing member 4, and arranging the drive pulley 53 at an inner side of the endless belt 7, and a fifth step of separating the drive pulley 53 from the driven pulley 62 and applying tensile force to the endless belt 7.SELECTED DRAWING: Figure 4B
